We have had a very similar problem, but on Windows 2000. We found that the network interfaces had to be connected to a live network for the fw to detect them properly. Perhaps you are seeing something similar on the Solaris platform? We used a crossover cable between the interfaces to enable us to set up and configure the fw offline. One thing to try would be installing a trial license (get from reseller) and see what happens.
