Two monitoring platforms that I use: www.netsaint.org www.bb4.com If the client is monitoring his own equipment, Big Brother should be free to use (see http://bb4.com/license.html for more details). I'm a proponent of NetSaint since it's GPL, very stable, easy to use for the UNIX savvy, and the support mailing lists are active. Using SNMP, all the basics you're looking for are achievable. Of course, any $$$ enterprise system management system can also do the same. If should also be possible to use SSH to encrypt the SNMP traffic between sites on public networks.
