The HA module is for HA between FW modules, not between network links. You will need to get an unlimited license (unless you are planning on doing this after you install NG which I hear supports two external interfaces) as a first step. You can get LB with a variety of dedicated boxes by Alteon, Foundry, BigIP, etc or you could get redundancy by contracting your ISPs to do BGP routing. You could get LB and redundancy by going with both solutions. In both cases though your FW module would be a single point of failure if you only have one.
