You may be referring to
http://www.checkpoint.com/products/firewall-1/pbrief.html for the
performance comparison.  

I don't do too much with NT/2k as a FW platform but I know it is not "orders
of magnitude" less in capacity than *nix-based systems (as the bar graph in
the above link will support, if it is to be believed).  In NT's defense, a
skilled NT admin can _usually_ lock-down a box as well as a *nix admin.

Andy,

Checkpoint used to have a page on their web site that showed their
performance measurement statistics for a Solaris based firewall vs an NT
based one.  The Unix system was orders of magnitude greater in capacity
than the NT system.  I don't know if this page is still there, it might be.
Also with a UNIX system you can more precisely control what packages are
installed and thus decrease potential vulnerabilities.
