Kazuhiko, After a lot of trial and error, It came to light that I had two licenses (one from a previous IP address) in $FWDIR/conf/cp.license. They had me fwstop the firewall, use vi cp.license to edit out the old license, delete $FWDIR/database/fwd.h and $FWDIR/database/fwd.hosts and then bounce the firewall. The too many internal hosts errors seem to have disappeared.
