[FW1] problem with ftp batch files from an OS/2 machine

We are running Version 4.0 SP5 on a Nokia IP650.  An internal user on an 
OS/2 machine is trying to run an FTP batch file to an outside FTP server and 
we are experiencing the following problems :

On the production OS/2 machine, he gets rejected, and the Reason is "tried 
to open other host port".

On the test OS/2, the attempt is accepted but the FTP Server replies with a 
permission denied.

When the ftp commands are entered manually (same username/password) the ftp 
is successful.
