I disagree on the amount of address space you will need. Technically, you can do BGP routing to any AS as long as your ISPs buy in. For example, I have one /24 from a large provider and no assigned IP address block from another (terminated at the same point but no addresses assigned) and am running BGP between them. It may be EASIER to get ISPs to do BGP for you if you are a "large" customer (able to justify /19 blocks) but it is certainly technically (and in my experience easy as well) to do BGP routing if you have the gear to support it and ISP agreement.
