[FW1] CAnnot ping or telnet to firewall

We recently upgraded our firewall 4.0 sp4, on win NT 4 to another faster
server with the same configuration with the exception of upgrading to 4.1
sp3. After checking all the routing and bringing up the new fw, we are
unable to ping or telnet to the external router, but we are able to
communicate outside the router through the internet and external ip
addresses. I have noticed the following events in the viewer.
System - FW1 - FwSetDefaultPolicy: no boot policy specified
Application - dtm_query_init: Failed to load DTMuery Dll
c:\winnt\fw1\4.1\lib\fwdtmquery.dll The specified module could not be found.
 Remote FW_........is connected.

When I bring down the new firewall and bring up the previous one, you can
ping and telnet to the external router.
