Did you have to put in a new license when you went from 4.0 to 4.1?

The way how it worked for me:
1. Upgrade 4.0 to the latest SP or at least to SP5
2. Upgrade 4.0SP5 to 4.1SP1
3. Upgrade 4.1SP1 to 4.1SP2
In this case everything you have in security policies, user databases, etc
will be preserved.
