[FW1] Blocking web downloads

Hi All,

Goal: I want my users to only be able to surf, and not
download anything from the web.

Anyone have a nice way to block users from downloading
files from the web?

I searched the list archives, and found
http://www.phoneboy.com/faq/0291.html

I wasn't sure if there was a better way to do this
(e.g. by MIME type, as dwelch pointed out in another
past posting).
