Please make sure you have the $FWDIR/conf/masters file configured correctly 
as well as the remote modules on the management piece.

One possible problem is the default filter. Try this to begin with.
1. Unload the policy (fw unload localhost) on the gateways 
2. Push policy from the management station.

Also make sure you have a rule that explicitly allows 
the fw1 service between the firewalls and the management station.

Let em know how it goes.
