Try fw tab -t connections -s on both firewalls to check if the number of connections is the same on both. A check of fwd.elg shows fwd: Connected to Sync Server <other FW IP address> fwd: Got Sync Connection from <other FW> on both firewalls even though fw ctl pstat still shows 'sync out: on sync in: off'. So I guess I'm successfully syncing (at least I'm not getting complaints of dropped connections). You just gotta love the detailed documentation we get.
