In summary:

ELA Proxy is a service that runs on the firewall that allows OPSEC-compliant software to insert lines into the Firewall-1 event logs. 

OPSEC LEA is not a memory-resident service, but simply a method by which 3rd-party tools can read events in realtime from the Firewall-1 event logs.  For example, Webtrends uses OPSEC LEA to gather log information in realtime from Firewall-1.

I run Webtrends, and you either need to use OPSEC LEA or ftp the logs to
the webtrends server...
