I recommend to read this: http://www.sans.org/ddos_roadmap.htm to understand the problem and follow the instructions on: http://www.sans.org/dosstep/index.htm I implemented the packet filter on our Cisco routers, but I suppose you can apply the rules to the FW-1 in a similar fashion.
