Mark, All IPSO configuration is stored in the /config/active file (symlink to /config/db/initial). It is a text file with very understandable format. Once I had a task of adding 100+ proxy-arp settings to the box and was able to write a short script in 15 minutes that did the trick. I copied the "initial" file to /tmp added an arp entry and looking at the difference between the new config and a snapshot wrote a script to simulate many more additional entries. In your case the only difference would be playing with static routes and not the ARPs.
