It depends.
But to put this complicated issue extremely simple, CPU speed is more important. If you don't have enough memory to avoid swap, then you can make do by reducing the logs in the rule. Log takes majority of the user memory of FW-1. Of course, there are other processes, like VPN key handling, that take memory which might affect the performance. But if your priority lies in the performance not logging, then go with faster CPU and manage the logs so that your memory can handle it without swap.
Again, this might simplify the issue too much, but don't have much time to discuss further now.
