Yes this can be down. You have to create a http resource. There you can specify in the "match" tab which urls you want to match, so the resource will apply to what you want (hotmail.com, yahoomail.com, etc). Furthermore, define a server in the objects, and add it to the resource. And put your resource in a rule, it's finish. I hope this helps.
