Try redo-ing the putkeys, but do putkeys to both the firewall's internal and external addresses. ie.. mgmt station fw putkey internal_addresss external_address -p *** firewall fw putkey mgmt_address -p *** Just to be sure, before you do this, fwstop both, delete both $FWDIR/conf/fwauth.keys files, and do this. However, when I try to install a new policy or view it through the Windows GUI application (Monitor), it displays an error message of "Resources unavailable" or a broken connection icon, respectively. If it can fetch the policy from the management server, why can't I apply changes to the remote firewall or see it in the "Monitor" window? I've tried reapplying the putkeys several times and cannot get further than this.
