Actually, they are not broadcasts, and we're all glad they aren't. :-)
They're multicasts....  If they were broadcasts, everything on the 
segments directly connected to the IP's would have to process
each and every hello packet to the tune of N per second, in the case
of N units...

With multicasts, a machine can elect to "not hear" the traffic.
