Although this does not answer your exact problem, it provides a possible alternative solution for keeping costs down. Have a look at www.signify.net for low cost secure authentication.

Can't you have the firewall at site B check
authentication by accessing the Securid server at Site
A.  You'll want to be very careful that all the
traffic is encrypted.
