Actually the OSE has nothing to do with routing packets. It is a tool that allows you to model access control lists, and download these access control lists to multiple 3rd party devices, such as Cisco routers. So there really is no "routering" occuring here. Before purchasing the OSE, I would recommend having a discussion with the people that manage your routers, I am sure that will be a rather interesting talk.
