Actually, the local.arp was a workaround for the fact that NT wouldn't
"publish" the arp entry, but only use it locally (as you mentioned). The
local.arp allowed the machine to respond to the arp request on the network.
It made it function similar to UNIX's arp -p option.

Has this functionality changed in W2K? Does anyone know? (Can you "publish"
an arp entry?) Otherwise the only solution I can think of to the W2K
local.arp problem is the route entry on the router.

In that case the arp handling in NT->2000 must have changed. This was not
possible on NT 4 as arp -s was only handled internally and the internal
entry vanished after a few minutes. That's why checkpoint came up with the
local.arp workaround for NT.

What about just using 'arp -s aa-bb-cc-dd-ee-ff' in a startup batch/script
on the Win2K box?  Would this not accomplish the same thing?
 
Many people do not have access to their access router (managed
by their upstream, for example.)
 
Just another potential solution.

SP3 Release Notes indicate that local.arp does not work on Win2K at this
point.  Have to add static routes to the Internet router to point to the
Firewall for the next hop.

I've just installed FW-1 on Win2000. It works fine and about 20% faster than
WinNT40 on the same hardware.
 
... but the FW-1 kernel is ignoring my local.arp for the static and hide NAT
functions !!!!
 
How to solve this problem ???

It works, use the setup.exe
 
there are some limitations though (local.arp) does not work and you have to
turn on IP forwarding..... this is done with a reg hack to win2k
 
CP will support you on this
