I also had this problem, and all my FW's exhibited it. When it happened, all IKE encryption died, although I could still use FWZ to get into the encryption domain. Cycling the FW service would cure it for awhile. I contacted CP's tech support about it; it is a known issue and they supplied me with a hotfix (a new fw.exe) which I installed on 3 out of 4 FW modules and have not had it recur yet on these boxes. They claim this will be fixed in 4.1 SP3.
