Not sure yet how good it is, as it is fairly recent. Also, Cisco offers the CCNP - Security specialization and is soon to offer the CCIE-Security specialization. As for the CCSE, I have mine, and I thought the tests were horrible. Very bad wording and ambiguous questions. What I would like to see is more vendors offering security specializations for their existing certs. Wouldn't an MCSE+S be nice?
