Two common solutions for this: 1) Use an NT SAM-aware proxy server for internet access (like MS Proxy or the newer MS Internet Security and Acceleration (ISA) Server "firewall"). Put restrictions there, and limit outbound web traffic through the FW to only that proxy. 2) Use MetaIP from Checkpoint (http://www.checkpoint.com/products/metaip/index.html) to provide user-to-address mapping (UAM).
