Greg, We are using SecuRemote 4165 without issue in Hong Kong. I believe the ISP is Asia Online and we are also using PSI's IPass dialer, I have no idea who the ISP is with PSI, to access local POP's in the Hong Kong Area. We have been using the client without issue for 3 - 4 months. I have the interesting situation where all other VPNs around the world are working just fine, both with force_udp_encapsulation ON/OFF (depending on locale). Using the exact same userc.C files supplied to the other remote locations in Hong Kong the end-user is able to authenticate properly (VPN1 Authentication Successful) but no traffic passes between the firewall gateway and the secureremote client. The end-user is on a static, internet-routable IP address (non-NAT), and I'm out of ideas.
