I looked at Policy -> Properties... and went to the Services tab and
found both 'Enable FTP PORT Data Connections' and 'Enable FTP PASV Data
Connections' are checked.  So it seems like this should be working,
plus I can ftp from other machines without changing or adding rules.  

I would guess at this point that this mainframe based program 'ftp2' is
doing something strange.
