[FW1] Failed to load security policy

Title: Failed to load security policy

I have two questions. I have checkpoint fw1 v4.1 running great on nt4 w/sp6a.  I decided to test it on a w2k server w/sp1 and every time I would install the policy I got the following error message:

Installing Security Policy SecurityPolicyOct062000 on
all.all@blackhole
Unable to open '\Device\FW1': The system cannot find
the file specified.
Failed to get interface list: The system cannot find
the file specified.
Has only loopback (lo) interface, aborting...
Failed to Load Security Policy: The system cannot find
the file specified.
Installing Security Policy on
localhost(fw.blackhole.com) failed

I've verified policy prior to installing it and the rule base checks off "Ok". 

Not sure if anyone has seen this error message before. I've looked everywhere and can't find a solution. 

Question 2: I tried installing Check Point FW-1 v2000 on a w2k sp1 and it calls for at least service pack 4 (thinking it needs nt4 w/sp4). Is this version not ment for w2k?  Haven't found any docs regarding this.
