[FW1] FW-1: fwha_autostart: Failed to start HA automatically (license p roblem?)

Is this a Stonebeat problem or a Firewall-1 problem?  'Sbconfig status' says
they are connected.  This started after I installed a new license on the
secondary firewall, but I haven't restarted FW-1 yet, so I don't see how it
could be the source of the problem.
