[FW1] Error : "Unauthorized action" when install policy !!!!!!!!!!!!!!!!!

Hello guys,

I have 2 FW-1  : 
--one with the module, the GUI and the management.
--one with only the module.

When i want to install some policies on the first FW and load them on the
second FW, it makes an error :

"Authentication for command load failed"
"Failed to install Security Policy on FW-1 Externe = unauthorized action"

Who can help me please ????
