I had this same problem, I had to to a combination fwstop / new cert / fwstart and after a couple of iterations of either doing it with the fw management console stopped / and then trying it with the fw management console started, and then restarting it - the certs just showed up. - but you are doing it correctly when it says that it created them. Could there be a licensing issue, is a ca license required ??
