Actually, an fw fetch is just a simple policy "pull", instead of a policy "push". Both will re-install the policy. I'd suggest that if all you want to do is test the authentication, you could do a "fw stat <fw_module_IP>" from the management console. That would not prove that the auth for ctlload and ctlunload work, but at least it would tell you that something worked right. The only way to test the others is, as you've already suggested, by doing an "fw load policy_name <fw_module_IP>" on the management console, or a "fw fetch <mgmt_consle_IP>" from the firewall module.
